CAPITAL IMPROVEMENT PROGRAM (CIP)

The CIP program supports cost-shared flood control projects with municipal partners, including new infrastructure, rehabilitation of existing facilities and select road drainage improvements that address access to critical facilities.

Chief Engineer & General Manager 

Paul Baughman joined the Flood Control District of Maricopa County in April 2024 as its Chief Engineer and General Manager. Paul is a registered Civil Engineer with 20 years of experience working in flood control, water resources, roadways and new development review. He started working for the Town of Marana for 11 years before accepting employment with the City of Tucson, where he worked in Development Services. While with the City of Tucson, he was promoted to lead the Tucson Water Department’s New Development Division. In 2019, he moved to Mohave County as the Flood Control District Engineer. His responsibilities included development review, managing various flood studies, capital projects and updating a USGS ModFlow groundwater model. Paul received his Bachelor’s degree in Civil Engineering from the University of Arizona where he focused on hydrology, hydraulics and structural engineering. Additionally, he holds several Arizona Department of Environmental Quality certifications in the treatment and collection of wastewater and has been a Certified Floodplain Manager since 2004. Committed to executive-level government leadership, Paul completed the Eller Executive Education Southwest Leadership Program in 2016 and lends his technical expertise to the Engineering Advisory Committee for the Arizona State Board of Technical Registration.
